Job Description

Belmont Recruitment are currently looking for a highly experienced Infrastructure Project Manager to join Calderdale Council on an initial 6-month temporary contract working 37 hours per week.

This project is currently at the end of RIBA 3 Workstage and is subject to approval of Full Business Case by West Yorkshire Combined Authority.

Duties & Responsibilities:

* Lead the development, delivery and implementation of the WY+TF schemes, including successful progression through the WYCA WY+TF appraisal process

* Guide and support team members, providing direction or project management support to other projects as required

* Ensure the relevant escalation procedures are followed and any interdependencies and interfaces between projects are effectively managed and reported in line with policies and procedures

* Manage commissions to ensure all objectives and outcomes are met to time, quality and budget requirements. 8. Proactively manage and report project scope, risks and issues, and develop contingency plans

* Provide regular reporting within Major Projects and the WY+TF programme governance structure, including to Elected Members and senior management, as well as represent the Council at relevant meetings

The following skills, knowledge and experience are required:

* Knowledge and experience of HM Treasury Green Book Business Cases

* Experience of Regional or Central Government Project Assurance (ideally WYCA)

* Experience of delivering major capital projects, specifically transport and infrastructure projects

* Experience of managing multi-disciplinary project teams and contractors

* Knowledge of Public Procurement Rules & Regulations (specifically Local Authority)

* Experience in project budget management and monitoring

* Experience of reviewing, scrutinising and commenting on technical design information and construction details

* Experience of NEC3 ECC & PSC (Option A) contracts

* Experience of stakeholder consultation and engagement
